On 1 October 2019, the European Commission has announced in a press release that it has adopted 10 Ecodesign implementing Regulations. The 10 measures include the revised electric motors and variable speed drives regulation, and the refrigeration appliances with a direct sales function implementing regulations. For the refrigerators with a direct sales function implementing regulations, the implementing measure regarding energy labelling has also been adopted. 

European ‘Ecodesign’ is not the same as Chinese ‘Green Products’

Within the context of the EU-China Industrial Policy Dialogue, a 15-month cooperation project on Ecodesign has been set up. The project aims to get a better understanding of the European and Chinese views and is supported by a common EU-China website.

Preparatory study launched after last years’ scoping study

In October 2018, the ‘scoping study’ regarding BACS ended. It resulted in identifying BACS as a candidate for a full Ecodesign preparatory study that may result in a Regulation. The ‘preparatory study’ started in July 2019. Together with Ms Charlotte van de Water, Expert Energy & Climate for Buildings of the member association Agoria, we have summarised the outcome of the scoping study and outlined the challenges for BACS and products that integrate control.

Input from the industry requested after the first meeting on 4 September

On 30 August 2019 Eurovent was invited to attend the kick-off meeting on 4 September. Due to the tight deadline it was not possible for Eurovent to be present. The EEPLIANT meetings are open for the participating Market Surveillance Authorities (MSAs)that for specific meetings invite stakeholders. The minutes of the first meeting on RVU will be shared with Eurovent and the consortium is looking for input from industry by 30 October.

Can't see the forest for the trees in the European Product Register Energy Labelling?

Within Agoria, Member Association of Eurovent, its Expert Energy & Climate for Buildings, Ms Charlotte van de Water, has drafted an introduction and overview on EPREL to guide manufacturers. Her document is concise and provides in simple terms the basic know-how for manufacturers. Within Eurovent, the manufacturers of air conditioners, space and water heater (including heat pumps), local space heaters, professional refrigeration equipment, residential ventilation units and, when the Regulation is published refrigerated display cabinets have to register their products in EPREL.

Next edition of Europe’s HVACR flagship event to take place in Antalya, Turkey

Representatives of ISKID (Turkey’s Air Conditioning and Refrigeration Manufacturers’ Association) and Eurovent signed an agreement to jointly organise the 2020 EUROVENTSUMMIT. They announced that the next edition of Europe’s major gathering for Indoor Climate (HVAC), Process Cooling, and Food Cold Chain Technologies will take place in Antalya, Turkey, from 22 to 25 September 2020.

The Commission has sent out the invitations and supporting documents for the Consultation Forum meetings that were originally planned for July. They will now take place just after the summer holidays: 9 September (Air conditioners and comfort fans) and 10 September (Local space heaters including the combined labelling with air conditioners).

About fifty persons attended the first stakeholder meeting to prepare the review of the Ventilation Units Regulations. The expectation is that the review process will be finalised in the last quarter of 2020. In the margin of the meeting, the Commission remarked that no one referred to the issue of circular economy.

Consultation Forum on circulators to take place on 13 June 2019

The proposal for the revised Regulation on circulators resulting from the two-year review study will be discussed next week. During the meeting, the rules of procedure for Consultation Forum meetings will be discussed as well.
