In 2019, DG Energy commissioned a study that should lead towards the development of a draft roadmap for the decarbonisation of heating and cooling. The draft roadmap should become available by the end of 2021.

The LIFE sub-programme Clean Energy Transition has issued a call for proposals that can qualify for grants. Three topics may be of interest to the HVACR industry. Around 30 partners are looking for collaboration to introduce a proposal by 12 January 2022. 

No new ambitions formulated by EU executive when pressed by MEP

In response to a written question by a Member of the European Parliament (MEP), the Commission has clarified its stance on Indoor Air Quality (IAQ). The Commission’s reply mostly summarises the status quo and reveals no new ambitions to develop an EU policy framework for IAQ.

46-page report as input for the revision of the EPBD

The study identified that the renovation rate in the Member States is still low. Less than half of the Member States provide a clear roadmap towards a decarbonised building stock by 2050, while the majority present a high level of ambition, this is not always supported by comprehensive policies.

Member States can rely on EU funded technical assistance to test and implement SRI

The Commission has awarded a two-year service contract to support Member States in the optional testing and rolling out of the SRI. A first newsletter was issued, and the related webpage also updated.

The stakeholder meeting to present and discuss findings of the technical assistance study for ensuring optimal performance of Technical Building Systems under the EPBD was held on 01 July 2021. The objective of the study is to develop guidance for Member States aimed at supporting the effective establishment and enforcement of Articles 8(1), 8(9) on system requirements for Technical Building Systems, and Articles 14(4) and 15(4) on the automation and control systems for heating and air conditioning systems of the EPBD Directive. According to estimates, the total energy saving potential in the EU due to correctly implemented system performance requirements for TBS ranges from 14% to 31%. The largest saving potential is related to space heating, but space cooling and ventilation are also of high relevance.

Concrete dates to be announced later in the year

The ongoing COVID-19 outbreak already forced the postponement of the upcoming EUROVENTSUMMIT from September 2020 to October 2021. After carefully evaluating the situation, the organisers have decided that the Summit will be further postponed to 2022.

Set of stakeholder workshops running in parallel with the Public Consultation

The review of the EPBD started with a Roadmap/Inception Impact Assessment that could be commented upon until 22 March 2021. Since then, a Public Consultation has been launched that runs until 22 June 2022. The Commission has also tasked the consultant Trinomics to gather stakeholder views through hosting stakeholder workshops.

European Parliament picks up on long-standing industry petition to regulate Indoor Air Quality

On 25 March 2021, the European Parliament adopted a resolution on the implementation of the Ambient Air Quality (AAQ) Directives, in which it calls on the European Commission to regulate Indoor Air Quality (IAQ) as well. The resolution is not binding on the Commission but is nevertheless a significant milestone in the efforts to enshrine IAQ into legislation. It confirms there is growing appreciation among legislators of the importance of clean air indoors, reflecting an ambition which Eurovent has been advocating for consistently.

Eurovent petitions the Commission to strengthen IEQ throughout the Directive

The review of the Energy Performance of Buildings Directive (EPBD) has started. In its submission to the roadmap, Eurovent calls on the European Commission to mainstream indoor environmental quality (IEQ) considerations into the Directive. If this is done well, the EPBD could serve to achieve both healthier and more energy efficient buildings, leveraging the synergies between the two.
