GEN – 1480.00. The European Commission recently confirmed the additional stakeholder technical meeting on the review of Ecodesign requirements for space heaters as announced during the last Consultation Forum.

The last Consultation Forum took place on 27 April 2023. The additional stakeholder technical meeting will take place on 12 June 2023 in a hybrid format, allowing both physical and remote attendance.

As for the Consultation Forums, the participation is limited to accredited members, therefore only to Member States and relevant European associations.

Structure of the meeting

The meeting will take one day and has been structured in macro-themes:

  • Tier 2 technical issues
  • TPCA provisions
  • Scope definition for reversible heat pumps
  • Presentation of the heat pump action plan

Below is the presentation of the macro points as described by the Commission.

Tier 2 technical issues

According to feedback from some stakeholders, there may exist particular situations for which there might not be a technical solution to replace a stand-alone boiler by one of the alternatives available after the second efficiency tier of 115%. Experts from Market surveillance authorities and Member States are asked for technical and legal advice to identify such situations and consider whether targeted exemptions on technical grounds could be relevant and defined in a way that nevertheless allows robust implementation in the revised Ecodesign requirements for space heaters.

TPCA provisions

The Commission is looking for compromise solutions allowing to increase the trust of Member States in product performance while avoiding additional tests. Various subjects are planned to be covered, e.g. choice of conformity assessment module, EPBD calculation method and required test points, adding test points in Ecodesign to avoid additional tests at MS level.

Scope for reversible heat pumps

Should reversible heat pumps be part of Lot 1 and/or Lot 21? How to make sure the cooling efficiency is regulated too?

Heat pump action plan

the Commission will present the initiative and on-going consultation.

Preparatory documents

The meeting should be based on the already-circulated draft Ecodesign text and accompanying documents, therefore additional documents are not expected.

Recommended actions

Interested Members are invited to attend the next PG-LCP-HP meeting scheduled on Wednesday 24 May 2023, starting at 16:00h (Brussels time) and dedicated to TPCA.

The same Eurovent delegation of the last Consultation Forum will also attend the stakeholder meeting.
