Öko-Recherche: monitoring survey on refrigerant prices (GEN - 896.00)

Implementation of F-Gas Regulation (EU) No 517/2014

GEN - 896.00. On behalf of the European Commission (DG CLIMA), Öko-Recherche is working on a series of analysis evaluating the implementation of the F-gas Regulation (EU) No 517/2014 since 2015. This includes, among others, monitoring of the refrigerant prices.

Background

As a result of the progressive reduction (‘phase-down’) of HFC quantities in the EU, prices for high GWP refrigerants haven risen strongly and further price growths are expected in the coming years. In addition, prohibitions stipulated in Annex III of the F-gas Regulation (EU) No 517/2014 will contribute to price changes.

In order to identify the actual effects of price growths on investment decisions and market developments, Öko-Recherche has developed a methodology for regular price monitoring and analysis of price developments. It allows gathering and evaluating data on purchase and selling prices of commonly used refrigerants and their alternatives at all levels of the supply chain (gas producers, gas distributors, OEMs, and service companies).

At the 3rd Consultation Forum on 6 March 2018, the Commission announced to extend the price monitoring survey to additional aspects, including the regional availability and sectoral use of refrigerants, the use and prices of alternative refrigerants, and authorisation prices.

After the last Consultation Forum, Öko-Recherche has asked Eurovent to call upon its national Member Associations to encourage their companies to participate in the price monitoring survey.

Recommended actions

Eurovent Members and Affiliated Manufacturers dealing with refrigerants are encouraged to participate in the survey and send the completed questionnaire to Ms Julia Kleinschmidt (jk@oekorecherche.de). This will help with evaluating the effects of the F-Gas Regulation 517/2014 more comprehensively in the future and in increasing market transparency.
