GEN – 1461.00. On 24 January 2023, the ITRE Committee voted the opinion on the Revision of the F-Gas Regulation. The Swedish presidency’s proposed compromise was discussed within the European Council on 20 January.
On 24 January 2023, the ITRE Committee voted the opinion on the Revision of the F-Gas Regulation.
Here below some highlights are reported:
- New definition of self-contained
- Certification for natural refrigerants is added in article 10 paragraph 3
- The Rapporteur proposes to extend the ban date for 12 to 24 kV (12 kV excluded) voltage level switchgear from 2026 to 2028
- The Rapporteur reinstates the long-standing exemption for MDIs under the F-Gas regulation, which is deleted in the Commission proposal
- Ban 12: GWP moved to 5 for stationary self-contained refrigeration equipment
- Ban 17: “Equipment which is moveable between rooms” is included. The new deadline is 1 January 2027 (instead of 2025)
- “Fixed double duct appliances” are included in ban 18a
- Ban 18b (150GWP ban for split systems <12kW) is deleted
- Ban 18c becomes 18b as follows: Split systems containing, or whose functioning relies upon, fluorinated greenhouse gases with GWP of 750 or more: 1 January 2029
- Annex VII modified with an enlarged amount of quotas.
Next steps and activities of the European Parliament
The vote in Environment Committee is planned for 1 March 2023 and the Plenary vote is for 29 March 2023.
European Council
The Environment Working Party of the European Council was discussed on 20 January 2023 and the compromise was proposed by the Swedish Presidency, seems in general more aligned with the original Commission’s proposal.
Recommended actions
Interested Members are invited to carefully assess the related documents and follow the activities of the Eurovent TF-FGAS. Strict cooperation with national associations to reach the national representatives within the European Council is recommended.
